Businesses can start a conversation only with people who have opted in, and only by using message templates that Meta has reviewed and approved. Meta charges for template messages on a per-message basis, with rates that vary by category such as marketing, utility and authentication, and by the recipient's country. Meta revises this model from time to time, so we explain the current structure during scoping.
